Roxane Gay can really pack a punch into 21 pages.
Here we have a future society where people are licensed (or unlicensed) to have children. This would sound absolutely absurd if we didn't actually live in a society right now where it is not uncommon for people to make snide comments on people who shouldn't have children because they're too stupid, too ugly, too poor, too not heterosexual, too not cookie cutter.
When you can make people really feel and really think in the number of pages a single chapter would be in a full length book, you're something pretty dang special.
