Sam Wilson became the new Captain America after Steve Rogers was drained of his super soldier serum. Steve, therefore, passed his shield onto Sam Wilson who was a.k.a. The Falcon.
However, the Steve Rogers we once knew and loved has changed.
Sam Wilson tried to do right by the shield but not all the people accepted him as the new Captain America. Sam is not only up against those who feel that way about him, he is also up against Harry Hauser, and the Anti-Americops who arrested Rage for breaking into a pawn shop. Question is, do they have the right guy? Rage said he is innocent and the Anti-Americops beat him senselessly and never even wanted to look at the evidence, much less listen to him.
Will Sam be able to help Rage? Does Rage even want Sam's help or does he think Sam only cares about Sam's social image? One thing is for sure, Rage doesn't want a fancy lawyer or the Avengers to bail him out. He wants the entire world to see what an African American male sees inside of a cell, and see how the criminal justice system really works for an African American person.
